Since health care and available resources are directly related to population, a plan to consider adding to a 'government subsidized program' might be to allow access to scarce resources according to the number of children the one in need has.
The more children you have, the further down on the list you go. Those with less than three are near the top of the list. Now that's efficiency.
And none of that after the fact regulations argument. The government does it all the time. I can't take part in the 'first time homebuyers' program because I already bought a house years ago.
