The American habit of referring to Europe as if it were a single entity, rather than a group pf very diverse countries, can be very misleading.

Proton beam therapy is available in many countries in Europe - England, France, Germany, Italy.....as well as in Canada, Japan etc. The question of whether medicine is "socialized" or not has nothing to do with it.
