() Towns that pepper a harbor with their own or facilitate private moorings will always cause tensions. You won't be anchoring in the harbor in Marblehead, Mass (USA). ;^))))
As for Hawaii -- ever since Captain Cook got killed, the place has been pretty unfriendly to outsiders.

- No the moorings extend west and north from where my boat is
- The moorings protected by the breakwater are mostly private-owned
