Actually, Northeast Harbor's system works well

Moorings are privately owned, owners pay a permit fee. When owners are away, the moorings are rented to transients. The fee is divvied up among the town, the owner, and the mooring agent. Everyone wins. The transient gets some peace of mind and doesn't have to haul up heavy anchor and chain.

Now if they would go through with the project to update the yachtsman's building, we'd be all set!
