Sounds like passing the buck... 
In Response To: Actually, Northeast Harbor's system works well ()
So if there is an issue, who is the responsible party, the boater who picked up and paid for a mooring that he / she couldn't really check or I'm guessing fix, the town who is collecting money from the mooring, or the boat owner who has the permit for the moorings.
