mandated DSC VHF's would be as effective, safety wise for coastal cruisers and a smoother transition for most boaters. The newer VHF s have a GPS built in so spitting off an existing antenna is not necessary.
Just as an asides, my passage from LIS to the Penobscot this season was enhanced by AIS--that money well spent in fog or an overnight.
