Inland waterway boating accidents tend to be over with fairly quickly. Search and rescue offshore can be lengthy and very costly if the SAR team doesn't have an exact location. EPIRB simplifies and reduces cost of search and rescue.
Personally, the thought of mandatory EPIRB is a load of shit however it does push the cost down to the users. The alternative is suck it up and don't expect anyone to come looking for you when the sky falls.
I don't know if he is reacting to the question presented by WM or not, maybe just coincidental timing but Webb Chiles posted an interesting commentary on Sailing Anarchy about staying connected.

The exception to there being nothing wrong with sailing with tethers is that even if calling for help is possible, I am reasonably certain no one should go to sea counting on it to come."
