Regulatory changes to a recreational activity rarely get much "legs".

In a previous life I worked closely with the various search and rescue groups in the mountains of NH. There was talk at one point about similar "requirements" (mandatory rescue/avalanche beacons) for backcountry and above timberline travel during the winter months. It never made it past the "study" phase.
