Why not concentrate harder on near shore or even inland, seeing as how that is where most of the boats (and fatalities) are? Enforce rules of the road and DWI laws. Get some of the boneheads off the water, or at least levy some meaningful punishment on those who operate dangerously.
But I suppose that would fail the C/B analysis, and it certainly would not pad the West Marine's VP's pocket the way mandatory equipment purchases would.
But it would certainly make folks like Daniel Taylor say "I told you so."
