I add only a fuel conditioner every 40 gallons or so, in my 80 gallon tank.

I finally pulled about a gallon sample from the bottom and found a bit of sediment, and a dime sized plug of water. I usually top them off in the fall, but not religiously and the tanks haven't been cleaned in 30 years(to my research), and maybe never have been in 50 years.
In a climate like Maines, if your filters aren't clogging prematurely, I wouldn't add anything beyond the cetane additives for the lower sulpher fuels today.

- That's my understanding: water comes from condensation, condensation comes from "breathing".
