There are multiple issues: Tank corrosion (usually moisture related when mixed with the acids in the diesel fuel) and growth of gunk (organisms, biproducts of such things, etc).
Get the report, Craig and you'll probably be best served reading it.
HAVE YOU LOOKED INTO YOUR TANK THROUGH THE ACCESS PORT?

- My understanding of the process includes missing points in your argument
- That's my understanding: water comes from condensation, condensation comes from "breathing".
- The amount of air in the tank has nothing to do with this
