Well, your home heating oil tank...

is periodically filled with fresh, presumably relatively dry, fuel. That will tend to redissolve any water in the tank. Also, if your heating oil tank is like mine, the withdrawal point is at the bottom of the tank, so any water beyond a very small amount will get pumped through your burner.
