If you can't take care of yourself, have taken advantage of short term government programs and have proven that you will never be a responsible human being, you loose the right to bear children. Pretty radical I know but I don't think life is very precious. If it was, humans would be more responsible in bringing new life into this world.

All the worlds problems stem from over population. If we control the growth of population, we solve most of the worlds problems. It's time for a -0- growth population planet. If we implemented that, I could consider some redistribution of wealth. Without it, redistribution won't work.
