I looked at the chart -- that jetty was clearly charted

() Including the partially submerged part. I looked up the conditions to help fill in pieces: It was mid-tide on a flood, but was after dark.
Maybe he was disoriented or lost power/steering, or maybe broached and got sideways in the surf? The buoy outside NY harbor which is NE of there (buoy 44025) was showing easterlies at 15+ knots with 4-5 foot wave heights and swells of ~5 feet. With the shallow water at the inlet, in the dark, he might have been caught up in a breaker.

- For what it's worth, according to someone close by, the boat hit the southern jetty, about 80 yards inside the inlet.
