It's here, fairly early in the story, but it makes no sense

"The president of the U.S. Sailing Association told 10News over the phone that a woman on another sailboat witnessed the accident, telling investigators the Aegean was hit by a cargo ship."

If someone actually saw this happen, wouldn't they have gotten on VHF Ch. 16 immediately and called for assistance? Surely someone on the other sailboat would know how to do that? So that doesn't seem plausible to me.
