Coastal or bay: VHF, offshore: PLB, but why don't they have both?

I've been waiting for the holy grail: a combination PLB, VHF, and AIS beacon. Each of these exists individually, but that is a lot of hardware to carry. They each have a distinct and important function. The complexity is easy to integrate into a small device, certainly less than todays smart phones. VHF and AIS beacon share nearly 100% of the components, PLB at least the battery and GPS engine. Maybe there are regulatory issues.

We also have a MOB system (Raymarine Lifetag) so that when one of us goes over, the other will know. However I am somewhat resigned to the fact that if I go over and can't swim to land, then (as Blondie Hasler put it) I will drown like a gentleman. Getting back on board, at night, in a seaway seems to me to be nearly impossible. Sunny day, light winds, then maybe just difficult. I tell guests that we will try to go back, but their chances are infinitely better if they stay on the boat. On this last trip I put the jacklines on for the first time, used them too a lot of the time. They are a pain in the ass to use though.
