No money to maintain their boats. But somehow they always had beer money.

Going back to 1995 Simpson Bay in St. Maarten was like that. Half the boats could not move. When Hurricane Luis hit they could not get out and many were wrecked. They still line the bay. The local officials hated the boaters. When I left my boat there and flew to the states for a week I could see the animosity in the customs officers eyes. They finally made entry so expensive that I doubt many enter via the Dutch side anymore.
