Having done the ICW a few times, those enclosures make perfect sense to me.

() And the smaller the boat, the more effective a full cockpit enclosure is. Your sailboat is more of an RV on that trip likely in cold raw weather. Once you get south or north and meet good sailing and weather, you can throw it overboard.
Somebody ought to rent them at each end.
