If you're just living aboard and moving with the climate, I could see wintering in that area, it's nice. We saw the waterlines at the docks freeze once in Daytona, you can get that anywhere even in Fla, but it will be short.
I hope you do get up the Potomac. We did that once and the scenery on that river is just amazing. You can't believe Jefferesons Monticello materializing before your eyes as you come around a bend. It's like another world, wild and forested, just outside DC.
There's the greatest anchorage at the head in DC with a few marinas. There's a pretty small charge (last I knew) to land a dinghy and have use of the showers and clubhouse. It was all politics in the clubhouse(on the tv in the bar) when we were there, you'll have a blast Dave! Many were living on big power boats at the clubs docks.
Plus there was the most amazing outdoor fishmarket right there where you can eat on the street. I think they just got snow,....
