than raising fees and eliminating anchorages. It certainly wouldn't eliminate the homeless boat bum problem since they would either move to another town or move off their boats and onto the streets.

The town I had my computer business in was Gloversville, NY. It has the dubious honor of now having the highest poverty rate in New York State. The mayor proposed creating a minimum rent of $800 a month so the poor people would move away. Same idea.

The class of people living in poverty in this country is growing. Proposals like those in Marathon and Gloversville addresses the problem by trying to move it someplace else. Not the right answer, in my opinion.
