Likely far less harmful than the POSs littering the public water ways because at least when someone finally wakes up and evicts the ass hole they have a network of removal/disposal equipment and sites to deal with a inoperative car on the street.

I see were you are going, homelessness needs to be dealt with, but the way to limit it is through mental health programs, substance abuse counselling and job mentoring depending on the specific cases.
