As I understand, the right to anchor is limited to federal waterways.

That would be waterways maintained by the federal government. If it's locally maintained it's locally managed. They can do what they want.
At least that's what my understanding is. But then, when we cruised we never stayed anywhere more than 2 or 3 days and had a boat that was maintained. We never had any trouble 'ever'.
ADDITION: just did some reading,,,,, apparently I don't know the entire rule or changing rules and the above is not correct. Still, we never had any problems, perhaps that's why I didn't research more.
