panhandling is a misdeameanor and when they do prosecute, they do go to jail...because they can't pay the fine, which taxpayers then pay for them to have room and board for the duration of the sentence. How is this an answer to anything?
We need solutions and the one that Marathon is pursuing isn't a real solution.
