I was always taught, you can't own below the low tide line.... Therefore that would mean they have a right to be there, it's not squatting, it's choosing to have the freedom to live where ever you please on your hook.

So by having some visual blight regulations might help and then you get some folks to help these people clean up a bit so they aren't such eyesores.
