Consider that while cruisers may know each other and keep in touch, by nature, they are a transient lot, and thus have little voice in the local activities in any location they visit. And since they are "just visitors" in the eyes of the locals, it is highly unlikely that the locals give a rat's butt about their condition.
Something to consider... it is not the cruisers that are likely the problem... they want to drop the hook for a while here and there, but by nature, they also want to move on.
On the other hand, some local buys a boat and can't afford to maintain it... and it ends up in the transient anchorage, and cruisers get the blame for boats that really don't cruise.
