Do it like Marathon does ....

EVERY boat in the harbor gets pumped out every week, like it or not and no matter what, even the remaining bumboats. The 'service' is paid for by the mooring fees.
Marathon FL has returned to a 'clean' harbor.
Simple and effective and will probably stay that way until someone builds expensive condos and demands that the 'view' of the harbor is theirs exclusively.
