There are plenty of down and out poor people in the good ol' prosperous USA. In New York City they live on sidewalk grates and in the subways. In Florida, they live on pieces of shit boats. What this legislatiion does is to tell society that they're not wanted, and to move on down the line. That's horse shit.

This is nothing more than the yachty set not wanting to have the riff raff mess up their view, and nothing more. It is a sad commentary on American society. Something I want no part of. There, but for the grace of God, go I.
