Have you checked the fuel tank vent?

That got me one time . . . If the vent is blocked for any reason, the fuel pump is trying to pull against a vacuum.
Another thing that got me once, and somebody has already mentioned it in this thread, is the stop control. If it's stuck even partway in the "stop" position, the engine won't run.
