They'll soon offer PDFs files, great for printing. It's all the other "new stuff" that's making paper obsolete.

They update charts regularly so print outs can be outdated. Their website mentions the "new products" charting programs, instant updates, measuring, piloting, real time information, stuff that isn't paper. NOAA has to jump aboard that new ship if it wants to stay current. All commercial traffic is likely using digital now. Paper is back up.
