Last paper chart we bought was in 2007

We have since sailed from Bahamas up the coast to Maine, across to Scotland/Norway/Baltic/Russia and others parts of Europe.

On the reliability issue, we have 4 computers and an iPad on board, about 5 GPS units, two sources of power as well as dry cells.

Also a handheld GPS with world charts in it, good enough to get near a known port.

Also the VHF is a useful emergency navigation tool.

We have 4 nav programs, including 2 top of the line ones.

Paper is obsolete, and expensive if you keep moving. Of course paper can still be useful, as can a horse when all the cars you own or can rent fail.
