I'm just thinking out loud here, not sure I'm "right," but...

What about the sailor coming in to anchor under power, who then has the motor die (and perhaps is not "brushed up" on close-quarters sailhandling, and/or maybe had already put the sailcovers on); couldn't a similar problem occur? I'm not saying people shouldn't motor in; just that it seems rare problems could occur to either group - those under power or those (skilled) under sail.

I'm not for anyone without the requisite skills "hot rodding" through an anchorage under sail, but on the other hand, if someone does have the skills, I don't begrudge the use of them and would be willing (not happy, but willing) to live with the consequences of a rare problem.
