workable LED's are relatively new

Fluorescent replacement bulbs have been the common ones up until recently. However, their light is not pleasing - which makes for a lot of resistance to adopt them. The new warm white LED's are really close, if not equal, to the color of incandescent bulbs now. And their output is also similar.

I think this will change things quickly.

Again, throughout the Caribe and Americas, fluorescent rules, with LED just coming on. Hardly an incandescent to be found. Brazil and Venezuela phased them out in 2005, the EU and China started phasing out incandescent bulbs in 2008, England and Australia in 2009, Canada in 2010. The US is beat only by Russia for last place in banning incandescent bulbs - and then after the ban, congress went and removed funding for endorsing it. So Russia may still have a chance to escape last place in implementation.

No doubt a lot of incandescents are still burning out there, but their lifespans are very limited and replacements are becoming scarce. I think the capitulation will not be long and linear - rather it will happen almost overnight. Particularly so now that LED's are such a compelling alternative.
