Municipal facilities, even when less expensive than private counterparts, aren't immune. I could see that in Belfast, ME. There the munipality really has taken steps to improve services and promote their waterfront. (The facilities might be tired, but they are really trying!) Notwithstanding that, their traffic was down in the prime season when we visited.
