Florida has been trying to do restrict anchoring for years and so far they've mostly failed. The latest incarnation of the issue is that of a restricted area with a designated mooring field. You can Google the issue and you'll see lots of chatter on the subject. But my guess is other states will not look to what's happened and simply try their own method at restricting navigation.
The most famous one IMHO was when the town of Marco Island. Miami Beach has had it's share of heavy handedness too.
