I was wrong in my above post, "improper lookout" was #2 cause, after operator inattention. In experience is #3 I think. Something is improving. Probably a combination of things that also include education(that's a huge documented accident reducer on the water), BOI enforcement.
Deaths unforutnately don't follow any of the data I guess because it's still mostly drownings. And those happen close to home, in the harbor, docks, decks, falling in the water. Still # 1 danger of boating.
