I have been boating my entire life and I found just as many yahoos in the 80's who were bouncing around with zero navigational skills or knowledge as I do today. Literally, people with road maps of a state cruising down coastlines. In fact, I count being able to use electronics as some form of skill, so maybe it is even better today. I know almost everyone today knows their lat/lon positions and how to get into ports and anchorages, where that was certainly not the case pre-electronics.
How many times must one go around the world and visit places no "real" cruisers do to be considered a valid navigator? The bumfuzzles have their innocence shtick, but I think you can bet the bank they know how to navigate.
