That the town allows you setting a mooring and has shoreland for you to get there, is public access.

That exists on much of our maine coast. As you go farther south, I think there are less opportunities.

Witness some here saying they pay as much as you do just for keeping their boat in the water somewhere. That privilege only cost me a few hundred dollars a year here, other places I've kept a boat are much more expensive.
