It's fairly unique in that 2 rudders, both failed in two unrelated ways. Both of which simply say to me, that the internal rudder structure and the stock were undersized/built for the conditions that boat was in.
The rudders got pushed back to their limits-stops, then broadside to the flow, the rudders could not stand up to the rearward motion. I frankly don't see that force, no matter how powerful the push back, as something they shouldn't endure.
